What exactly is this Real ID that everyone is talking about? Will everyone be required to get it? Here's what you need to know: First let’s start with what it is? In short, the real ID is a requirement by the federal government for anyone who wishes to use their driver’s license or Identification (ID) card to board an airplane or enter military bases and most federal facilities.
Real ID will be required starting October 1, 2020 and is the first identification card to comply with a federal law. Many have speculated that it is tied to President Donald Trump's Travel ban and immigration crackdown, however it is not. Congress passed the legislation in 2005 as a result of the September 11, 2001, terrorism attacks, 18 of the 19 hijackers had obtained fraudulent identification (including U.S. drivers licenses) thus helping them board the planes and carry out the attacks on the Pentagon and World Trade Center buildings. The REAL ID Act of 2005 set new federal standards for state issued drivers licenses and Identification cards.
Is everyone required to get the new REAL ID? No, Californians are not required to get one but if you do plan on traveling you will be required to show a federal document to travel like a U.S. passport, passport card, military ID or other identification that is approved by the Transportation safety administration before boarding a flight.
In order to obtain a REAL ID Californians must apply through the Department of Motor Vehicles (DMV) and provide proof of identity- such as a U.S. birth certificate, a U.S. passport, employment authorization documents, permanent resident card, or a foreign passport with an I-94 form. Applicants must also provide proof of residency in California and a social security number. The federally compliant REAL ID will have a golden bear with a star on the upper right-hand corner of the card. Non-federal compliant cards will have the words "Federal limits Apply" in the same corner. This is not new Just like the AB 60 law that was enacted in 2013 by Governor Brown which directed the DMV to issue a driver’s license to any California resident regardless of immigration status also had "federal limits apply". With the AB 60 people trying to fly are not protected against discrimination by TSA officials and the concern has been that TSA officials will those people and refer them to ICE. what is meant by "Federal limits apply" is that federal officials and out of state local law enforcement agencies are not obligated to accept your driver’s license as a form of identification. The cost for the new REAL ID will be the same as a driver’s license or ID card.
